Dalcombank background and history

Dalcombank was established on December 15, 1988 by charter, with authorized capital of 5 million rubles. On April 25, 1989 bank charter was registered by Central bank board under number 84. Back then Dalcombank was the first commercial bank in the Far East of Russia.

Dalcombank shareholders were:

  • Machine manufacturing plant
  • Ordjonikidze oil processing company
  • Khabarovsk region cash collection company
  • “Dalenergomash” plant
  • Savings Bank of USSR, Khabarovsk region
  • “Promzoloto” company
  • “Dallesprom” company

From the date of establishment to today the bank is managed by Andrey Shlyakhovoy, PhD in economical science and Honoured Economist of Russian Federation.
Unlike many banks that were restructured from industry banks Dalcombank has to start from the very beginning. At first Dalcombank office was located in one room rented in Central Bank building.

First customer account was opened on August 10, 1989. By the end of 1989 the bank had 12 corporate customers. The volume of assets by the end of 1989 was equivalent to 22 million rubles. The profit for the first operating year was equivalent to 40 thousands rubles.


Dalcombank timeline

1990 – 1995 Total Dalcombank assets increased for more than 4000 times and profit increased for 665 times. Since 1994 the bank started operating on securities market. In October 1994 the bank has won a tender for servicing budget related payment held by Khabarovsk regional administration. Dalcombank received the status of authorized bank for processing regional budget related transactions. By the end of the next year most of Khabarovsk region state organizations became Dalcombank customers.

1995  Dalcombank has launched a new outlet – Krasnoflotskiy branch. In January 1996 Dalcombank has moved into the new modern office in the centre of Khabarovsk. In the same year there were opened a row of branches in Komsomolsk-on-Amur, Amursk and Sovetskaya Gavan.

1996 Since March 1996 Dalcombank has become an official agent for operations with government bonds. In 1996 the bank has shifted the efficiency of assets. Assets volume has increased for only 15% but profit and capital have increased twice. The number of corporate customers have increased for 60% and exceeded 2500. The number of opened accounts have increased 1,8 times.
In 1996 the bank has become a payment agent between Khabarovsk regional administration and gold-mining companies, providing bond financing.

1997 In March 1997 Dalcombank opened new offices in Solnechnyi and Nikolaevsk-on-Amur.
Later that year Dalcombank merged with one of the largest Khabarovsk banks – KHAKO-bank which added four more branches to Dalcombank branch network – Railway branch and Industrial branch in Khabarovsk, Transport branch in Komsomolsk-on-Amur and Obluchie branch.

1998 As of beginning of 1998 Dalcombank had 5700 corporate customers. Business volumes and stability could be affected by financial crisis of 1998. But that didn’t happen. The crisis was successfully overcome by the bank due to the bank moderately conservative policy which helped to face the crisis avoiding losses. Even in the middle of the crisis the bank continued providing its services on standard scheme. Financial flows gradually have become steady and Dalcombank proved to be a stable and reliable bank.

1999 In the beginning of 1999 Dalcombank President, Andrey Shlyahovoy  and deputy general director of Ingosstrakh insurance company, Oleg Tishkin have signed complex insurance agreement. Dalcombank has become the first regional Russian bank having insurance coverage based on classic western scheme. The insurance has covered bank buildings, equipment, furniture from the risks of fire, flood, natural disasters, explosions, fraud and crime risk. Crime risk insurance is based on Bankers Blanket Bond policies widely used by international banks.
In 1999 the bank celebrated its 10th anniversary. That year Dalcombank has entered top leading banks in the Far Eastern region by the number of financial indicators.

In 2000 Dalcombank has become one of the leading bank by the dynamics of development.

2001 On 3rd of January 2001 Central Bank has officially registered Dalcombank Blagoveschensk branch. By that time Dalcombank had 11 branches and 4 sub-branches. New branch was equipped with modern technologies and new banking software. On the 1st of August Dalcombank has received “Excellence in accounting management” award for activity in accounting management in accordance with government programme and international accounting standards by Moscow International accounting forum. The forum was organized by Government Council Committee for budget and taxes, Financial Academy at RF Government, RF Accountants and Auditors Association, International Centre of accounting reforms and other government and professional organizations and was held in Kremlin Palace supported by UNESCO.

2002 Dalcombank has received General License for banking operations issued by Central Bank Regional Head Office. Obtaining of General License proved that Dalcombank corporate management, international operations, risk management, the level of expertise of top management are in compliance with Bank of Russia strict requirements. Bank showed dynamic development and during the last years keeps leading position in the Far Eastern region market. Bank turnover exceeded 3,7 billion rubles, volume of loans granted to the Far Eastern companies reached 3,3 billion rubles, the volume of retail customer deposits was over 1 billion rubles, over 35 000 customers used Golden Crown banking cards. Authorized capital of the bank as of 01.07.2002 was equivalent to 61046,5 thousands rubles, the profit for the year 2001 exceeded 118 million rubles.
General license gave Dalcombank opportunity to widen the spectrum of operations with overseas partners, eliminated row of limitations for providing banking services and to boost bank’s profile. Also it gave more opportunities for further improvement of banking services and bank financial results.
In 2002 Central Bank registered Dalcombank branch in Vladivostok and sub-branch in the very heart of the city on Svetlanskaya street, 89.
The opening of new branch in Vladivostok enabled Khabarovsk businessmen to make payments in favour of their partners in Vladivostok through Dalcombank branch network. Also Vladivostok citizens could use deposit services in rubles and foreign currency offered by one of the most stable and reliable banks in the region. Vladivostok customers received the opportunity to use Golden Crown credit cards. Opening a branch in Primorskiy region was in important step in establishing extended branch network in the Far Eastern region.
On October 23, 2002 Central Bank registered new Dalcombank branch in Yakutsk. After launching a branch in Yakutsk Dalcombank was represented in 50% of Far Eastern regions.

2003 In 2003 the bank started to introduce loan programs for retail customers.

2005:
June 9, 2005 Dalcombank has launched Irkutsk branch on Stepan Razin, 27 street in the heart of Irkutsk city. Soon there were launched 2 more Dalcombank offices in Irkutsk and Angarsk. As of today Irkutsk branch shows the highest dynamics of development in Dalcombank branch network.

2006:
June 15, 2006 Dalcombank has won a tender held by Ministry for Economic Development and Internal Relations for providing banking services in terms of “Homes For Young Families” programme which is a part of “Home” Federal programme.
In December 2006, Dalcombank has opened a new branch in Khor settlement.
